  1. Introduction

The Pan African Climate Justice Alliance (PACJA) is a continental coalition of Civil Society Organizations from diverse backgrounds in Africa. Founded in 2008, the Pan African Climate Justice Alliance has emerged as the most vibrant and largest Civil Society platform in climate change and sustainable development, with a membership of more than 1000 organizations and networks.
The Alliance brings together Faith-based Organizations, Community-based organizations, Non-Governmental organizations, Trusts, Foundations, Farmers and Pastoralist Groups among other sectors.

PACJA through the Deepening Democracy Program (DDP) funded by DAI is spearheading the implementation of the Angaza Project (Strengthening CSO Advocacy for Improved Climate Change Governance in Kenya). The project aims at strengthening civil society for improved engagement in climate change governance in Kenya. The Angaza project has a national reach covering all geographical areas and sectors of the Kenyan economy. One of the objectives of the project is to catalyse and facilitate civil society and broader citizen participation in the implementation of the National Climate Change Act, 2016.

As part of the project activities targeted at supporting CSOs and other stakeholders enhance communication and learning on the Climate Change Act, 2016, we seek to produce and publish a simplified version of the Act that will reach out to all segments of society. The simplified version of the Act is aimed at CSOs, citizens, educators and other stakeholders in climate change action across the country. In producing the simplified document, the expert will take cognisance of the wide audience the document seeks to communicate with and prioritize simple and clear communication in the national languages (Kiswahili & English).

  1. Scope of work

The overall purpose of this assignment is to produce a simplified version of the Kenya Climate Change Act, 2016, in English and Kiswahili. Specific tasks will include;

  1. Simplifying the Climate Change Act, 2016 into a language easy to read and understand so as to be able to communicate to all segments of society.
  2. Producing the simplified version in both English and Kiswahili.

  1. Qualifications, Skills and experience
  • Background: Social sciences; Economics & Development; Environmental policy & governance; At least five years’ practical experience of working in climate change governance and policy advocacy in Kenya.
  • Good communication and interpersonal skills and ability to work effectively with minimum supervision.
  • Experience carrying out similar tasks within the civil society environment or participating in the development of the Climate Change Act 2016 highly desired.
  • Members or networks in the CSO Momentum Committee highly encouraged to apply. 
  1. Time schedule:

Below is the proposed time schedule; any changes will be mutually agreed between the contracting authority and expert. However, subject to discussions, any adjustments should ensure that the work is completed within the stipulated period of time as provided for in the ToR.

  1. Assistance to the consultant by the contracting authority:

PACJA will make available the following information and facilities to the Consultant:

  1. Share any relevant information as requested by the expert(s);
  2. Allow use of office space in Nairobi as necessary;
  3. Organize a meeting for validation of outcomes.


  1. Payment Of Work Done

40% after signing of the contract; 60% at the end of the task and after satisfactory submission of deliverables.
